Executive Board Meeting
August 17, 2009
The Executive Board met on August 17th at the office of the Merrimack Water District. Present were David Maudsley, Bob Anderson, Bob Kelley, and Ned Lizotte. Also attending was Holly Maudsley.
The Board celebrated Bob Kelley’s 88th birthday with considerable pleasure. Bob enjoyed it to.
The meeting was called to order at 12:40 p.m.
The Board discussed the upcoming workshop in December with the Granite State Rural Water Association. There was some concern over the round table proposal that it may fall flat if there was not an adequate range of issues and speakers. Suggestions for possible inclusion in the round table were 1. The comprehensive Shoreline Protection Act and its potential impact upon water systems; 2. emergency planning, 3. engineering,
4. Lobbying, and 5. legal issues.
David Maudsley distributed a list of possible topics for technical bulletins with one to be issued every month or two. He suggested that at least half a dozen should be completed before any are sent out in order to facilitate the pace of keeping it going if it turns out to be worthwhile. The expectation is that the first bulletin or two would be posted and then those who wished to continue to receive them would do so via email. Bob Anderson expressed concern over the amount of work involved, but it was noted that some of the topics had already been covered to some degree. It was also noted that the subject matter could be divided up among individual members of the Board. The matter will be discussed again when there is a full Board.
David Maudsley distributed a detailed questionnaire for what District Commissioners should know about their water systems. This will form part of the basis of a manual for District Commissioners. When completed (presumably by the Administrator) the questionnaire should provide a clear synopsis of the district water system and, if studied, should shorten the learning curve for new Commissioners. It is also proposed to do the same thing for sewer districts and those that maintain roads.
