EXECUTIVE BOARD MEETING
October 1, 2007
MINUTES
Board Members Present: David Maudsley, President; Ned Lizotte, Vice President; Carol Kenneson, Clerk; Corey Smith, Treasurer; and Bob Anderson, DRA

D. Maudsley called the meeting to order at 12:50 p.m. in
the Lodge at the Village District of Eidelweiss in
1. Commissioner Aspinall made welcoming remarks.
2. D. Maudsley gave an update on the Village District database, of which there are 92.
The information included the number of districts for each purpose; the seven largest
and seven smallest budgets; and how each district is funded (taxes and/or user fees).
3. State Representative Tom Buco gave a legislative update on issues relevant to village
districts. State Representative Bob Bridgham discussed the process of getting bills
through the House and Senate and agreed that there is frequently little notice time to
respond. Mr. Bridgham suggested that the Executive Board return to the Municipal
and County Government Committee and explain to the new and review with the old
committee members the function of village districts.
4. Johnna McKenna, NHDES, and David Danielson, SEA Consultants, presented
information regarding a drinking water and wastewater mutual aid and assistance
program and how the program operates. This is an expansion of the Public Works
Mutual Aid Program. A water or wastewater district must have a mutual aid and
assistance agreement in place before it is able to get FEMA assistance.
5. Association Business
a. D. Maudsley gave an update on his research for the District’s website. The
Board agreed to proceed with Alpine Web.
b. Board discussed the proposed agenda for the joint conference with the Granite
State Rural Water Association in
invite Scott Clang (GSRWA) to the November Executive Board Meeting to
finalize the agenda.
Next Meeting: The next meeting is scheduled for 12:30 p.m., Monday, November 5 at the Hardy Road Village District in Loudon.
There being no other business the meeting was adjourned at 3:15 p.m.
